KIRA's RBOS2 contract at Jacksonville, FL is a regional base operating support contract

The Regional Base Operating Support (RBOS) 2 Contract provides multi-functional support to the United States Navy at 25 locations:

RBOS2 Jacksonville

KIRA's RBOS2 Contract, an 8 year, "performance based" contract is the first multidiscipline regional contract awarded to a small business by the United States Navy. KIRA is responsible for complete contract compliance that involves extensive management oversight of both internal and subcontractor personnel.

This contract provides support in the areas of complete facility maintenance including: HVAC, fire suppression systems, grounds maintenance, pest control services, refuse/recycling, janitorial services and other IDIQ support as required through either a Government Impact Card or through the use of the Government DOD E-MALL System. KIRA is responsible to provide all labor, material and equipment necessary to support contractual requirements. KIRA also provided phase-in support during the middle of three hurricanes that rocked the Florida coast and was ready to support a Blue Angles Air Show that was scheduled for the third day of contract performance. KIRA currently provides 2,744 acres of grounds maintenance and landscaping services, 997 acres of fire ant control, complete janitorial services for more than 220 buildings, nuisance and pest control for 162 buildings, refuse/recycling collection for 2,449 containers and numerous other facility related services to outlying locations throughout the Southeast Region.

Through the use of the Navy's Maximo System, KIRA provides a 24 hour support to all RFP requirements and has effectively supported numerous emergency situations (i.e. hurricane damage) during the phase-in period, while providing a uniform, highly motivated workforce. KIRA has also supported numerous special events including the Blue Angle Air Shows, JACHO Hospital Accreditations and VIP Visits.

In the case of the Navy Reserve Centers, KIRA assumed over 62 separate subcontracts that supported 14 centers and effectively reorganized them down to 10 primary subcontractors that provide standard services and limited IDIQ work. The Government later added additional services based on the request by the Navy Reserve Center Representatives and the need to consolidate additional services.

Multifunction Facilities Support Services for 14 Reserve Centers in the Southeast Naval/Marine Command – These stand-alone facilities are not located on a Department of Defense base with scopes of work that span across various functions and responsibilities. Our performance includes all management, supervision, labor, tools, materials, equipment, supplies, facilities, and transportation necessary to perform grounds maintenance, janitorial, HVAC maintenance, pest control, refuse removal, snow removal, boiler maintenance, fire and security alarm maintenance, and general building maintenance.

Additional work, outside of the contract, has included:

  • Partnered with CSC at AUTEC to supply additional GSA rated personal to assist on a day to day basis, including; electricians, HVAC technicians, and auto mechanics.
  • Additional partnering with CSC at AUTEC to supply additional services such as; change of occupancy maintenance, painting, sheetrock repair, carpentry, carpet replacement and herbicide
  • Whitehouse Air-Field Debris removal
  • 1200 liner fence line clean up
  • Golf course debris removal
  • Replacement HVAC System NMRC Miami
