KIRA wins second BOS contract in Colorado Springs.

CH2M HILL Academy Services LLC, a joint venture with CH2M HILL, has been selected to provide civil engineer and cadet support services to the U.S. Air Force Academy (USAFA) in Colorado Springs, Colorado.

The contract has a potential value of more than $150 million over a seven-year period, which includes a one-year base and six one-year options. Services include civil engineering, cadet support, facility and infrastructure maintenance and operations, environmental support and property management.


 

AUTEC

KIRA’s Base Operating Support and Range Management contract at Atlantic Underwater Testing Evaluation Center in support of the US Navy.

AUTEC provides Range Testing & Evaluation Services to the United States Armed Forces and its Allies. Numerous government test programs use AUTEC's extensive facilities, on Andros Island, Bahamas. The main site is approximately one mile square.

Computer Science Corporation subcontracted KIRA/BEST to manage approximately 220 local Bahamians currently employed at AUTEC, Andros Island, Bahamas in support of the Navy's Atlantic Undersea Warfare Testing Center. The AUTEC installation consists of the Main Base (Site 1) and four smaller downrange sites on Andros Island. Responsibilities of this contract also include supporting administration buildings located within West Palm Beach Florida. All of the sites are self-sufficient, providing all their own utilities, sewage, housing, transportation, and related services. Almost all food, fuel, material, equipment, spare parts, etc., must be shipped from the continental United States (CONUS).

The AUTEC Contract is a 15 year, “performance based” contract with the Navy’s most heavily used test facilities. KIRA provides support to testing operations that take place approximately 3500 hours each year. Tests normally take place six days per week, holidays excluded. KIRA provides 24 hour support to this integral Navy activity. KIRA as part of its subcontract to CSC provides emergency support services in conjunction with the Navy’s Natural Disaster Program. The CSC/KIRA Team mobilized as required by the RFP and was instrumental in ensuring all mission requirements were seamlessly performed.

KIRA/BEST’s employees perform the following functions: Maintenance and Repair, Minor Construction, Facilities Planning, Supply & Property Control, Pest Control, Facilities Work Control, Shipping and Receiving, Grounds Maintenance and Landscaping, Moral & Welfare Programs, Road Maintenance, Janitorial Services, Maintenance of Household Good Vans, Maintenance and Repair of Airport Terminal, Housing Operations & Maintenance, Self Help Program, Operation of Lock and Key Program, Hazardous Substance Control and Disposal, Maintenance and Operation of Utilities, Maintenance of the Powerplant, Water Treatment, Refuse Collection, Qualified Recycling Program, Operation of Construction and Civil Engineering Equipment, Dispatch and Assignment of Vehicles, Vehicle Maintenance, Bus and Taxi Service, Engineering Support, Machine Shop and Welding Services, Hospital Maintenance, and Marine Department Operations (including shoreline, dock and waterfront maintenance).

KIRA has succeeded in implementing and executing exemplary employment practices to engage indigenous Bahaman workers in a career path.

• Introduced annual evaluation process for Bahamian employees and merit increases based on performance

• Generally improved the morale of Bahamian employees by providing better benefits; and opportunities for training, advancement and better pay.
• Introduced Summer work program for students of the Central Andros High School to expose them to employment opportunities at AUTEC
• Introduced a Scholarship program in partnership with CSC.
• Participate in the Andros Island Charities program which has had various fundraising efforts to provide the means to deliver assistance to the off-base community
• Expanded bus route for employees to make bus transportation accessible to 100 additional employees and reduce weekly automobile operating expenses.
